It would only make sense for it to scale with raw because if a low rank hbg shot does the same elemental damage as a high rank hbg. then there is a serious problem. lol

If you have the HP hack you could test by firing a non-piercing element shot then going back in with a higher raw HBG and doing the same, comparing the damage.
