Uhm, skills you may want:
Evade+2 - Really nice, but i find that because of los' attack styles and hitbox setup, this may not be as good against him as it would be with other monsters.
Evade Inc - VERY good. roll out the way of those damn homing charges ftw?
Crit eye - very good, i find this would work better than attack up with the above mentioned weapons.
Element Up - Pretty good, not as useful with the HBG since id suggest pellet spamming and then shooting thunder or so, but hey, who knows?
I would go through but theres alot of skills. lol.
Ok, Silver Rathalos takes more damage on his wings than any other part with cutting damage only. LS, and DS. He will take more damage, as i found out a ways back, in the legs with shot damage. HBG, and LBG. Of course, he will flinch more often if you shoot him in the wings, but that doesnt mean he will be taking more damage. Still, id go for the wings iwth pellet and peirce since they are big and wide and can take multiple hits. Thunder shot works wonders with them. But as stated before, if you aint got ele up, dont worry about it.
I have a question, what armor are you trying to use? And what weapon do you feel most comfortable with fighting it? I know how you may feel, silver los HR9 version is completely random and at some times, unpredictable.

Oh but you don't use those. Wailing cleaver shin + evade = win! Unless you use the step tactic when he roars. Other than that, aim for the wing. And beware the aerial fireballs, cause in rage mode he likes to do it twice.

even noobs can destroy this monster under 25 minutes..
but without flash you can try using GS and use the rajang x set,
silver rathalos loves to fly so you always had a chance to triple charge
when his going down after the fireballs..

He goes up and down, up and down so much, just time your charges close to him (wind cancel while charging) and destroy those wings.

Head: 25% cutting, 30% thunder element
Neck: 35% cutting, 20% thunder element

As for armor skills, Auto-Reload/Speed Fire is a must, any other skills is up to you. Skills that increase your damage output would do, such as Element Attack Up, Reckless Abandon and maybe Bullet Limit for more combination of Water/Lightning shots.
Sets that I would recommend: Auto-Reload, Element Attack Up, Evade Distance Up (Need One weapon slot)
Or: Auto-Reload, Element Attack Up, Reckless Abandon+2
And if you worry about the push-back due to the roar or doesn't want to use the shield: High Grade Earplug, Auto-Reload, Bullet Limit

Gemmed, you get AutoReload/Element Atk Up/Evade+2, or
Full Narga X with Blango Cap Z
Gemmed for Speed Fire/Evade+2/Evade Distance Up.
Take in Ten-Thousand Volts (G-rank Rajang LBG), Lava Storm (Lavasioth/Terra S. Ceanataur LBG) or the HR8 Lao-Shan Cannon and bring Water S, Thunder S and Normal 2, as well as combines for all the above. If you're using Lava Storm, you can bring Pierce 3, but I advise against it. Start by practicing rolling the roar with your Evade skills - you can do this on low-ranked Rathalos.
Load your elemental shots and try to get as many hits as possible on Rathalos - remember, both Thunder S and Water S are pierce shots. When you're down to Normal 2, aim at the legs.
Taking a hammer would be best, but if you want to use your current armory the above works. LS should work too, but I'm not too proficient at fighting Silver Rathalos with it.
